  • CARRIAGE HILLS HOMEOWNERS ASSOCIATION RULES & REGULATIONS
    (These pages are not inclusive and are intended to answer some Frequently asked questions).

    1. The Carriage Hills Homeowners Association (CHHA) was set up in the early 1970's by the builder/developers of the Carriage Hills subdivisions. They were the original Board members and drew up all of the rules that govern the operation of the Association.

    2. None of the current Board members had anything to do with that process but we do have to follow those rules.

    3. The CHHA Board of Directors consists of 9 homeowners who meet on a voluntary and monthly basis to address the day to day operation of the Association. Meetings are open to all members.

    4. When you purchased your home you became a mandatory member of the CHHA. (Some homeowners have complained they were not told this before they bought . The complaint should be with your real estate agent who should have told you--not the CHHA).

    5. Each lot is given ONE vote in Association business that requires membership input. There are 987 Homes in the Association.

    6. Annual assessment fees and snowplowing fees are collected by January 31. The assessment can be raised by 3 % each year and snowplowing is raised when contractor raises his rates. The current dollar amounts are: Annual Assessment Fees $34.00, Snowplowing fees, $15.00.

    7. Unpaid assessments are charged a late fee of 5 dollars. Lots that continue to remain unpaid will have a lien placed upon their property (which is substantially more than the original assessment). Any subsequent payments received will first go toward paying off the
    lien(s). YOU CANNOT JUST PAY NEXT YEAR'S ASSESSMENT IF YOU ALREADY HAVE A LIEN.

    8. Assessments and snowplowing fees are used for:
    *Lawn mowing and maintenance of the parks, *Snowplowing
    *Insurance
    *Printing and postage for mailings
    *CHHA phone/fax line
    *Administrative assistant wages
    *Parks equipment, maintenance and repair
    *Taxes on the park properties
    *CPA and attorney fees (when necessary)
    *Miscellaneous expenses that may arise
    9. The primary concern of the Association is maintenance of the 4 subdivision parks for our homeowners and their families. (Some homeowners have complained about paying when they don't use the parks. We're sorry that you feel that way, but as stated before, this is why the Association was created).

    10. Park Rules:
    Parks are considered open from dawn to dusk
    Parks are intended for Carriage Hills residents/families.
    No motorized vehnicles are allowed (this refers to motorcycles, mini-bikes, scooters, golf carts, etc) (I think a toddler's 'Barbie' car would be acceptable)
    Pets should be on a leash (Canton has a 6-foot leash ordinance).
    Please! clean up after your pet.

    Some of our homeowners own lots that back up to the creeks. Remember that these areas are their private property and are not a right-of-way to get to the parks.
    Please use the street entrances and respect your neighbors' right to privacy.

    11. Snowplowing:
    2 inches or more will result in the trucks coming out.
    Plowing will begin when the snowfall has stopped.
    Please put vehicles in the driveway when a snowfall is imminent.
    Trucks go the 'wrong way' on the street when plowing. Be careful!

    12. Ordinances
    The Board of Directors has no control over ordinance concerns such as illegally parked vehicles, unsightly yards, animal control, etc. Please contact Canton at :
    394-5200 as directed in the township's web site.

    13. Many of your questions and/or concerns can be answered by the Board of Directors. The Association's phone number is in the process of being moved to a different physical location so it may be out of service for a short time. Please call a Board Member whose number is listed in your latest newsletter.
